EBS R12.2 Adop Phase=preapare Fails When Running On External Tier (Doc ID 2871990.1)

Symptoms

On : 12.2.10 version, Patch Application Issues

When attempting to Run prepare phase on node(s): [DMZ_or_slave_node].,the following error occurs.

ERROR
-----------------------
Summary report for current adop session:
  Node DMZ_or_slave_node: Failed
  - Prepare status: Not Completed
  Node intenal_or_master_node: Completed successfully
  - Prepare status: Completed successfully

In one of the log files on the external tier I see this message: FSCloneApplyAppsTier_xxxxxxxx.log
Inside invokeOHSClone
ERROR: MBeanServerConnection is invalid

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run prepare phase on Admin node: intenal_or_master_node

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Adop processes as fs_clone and/or prepare are failing
