Problem Statement
------------------
An error observed when trying to create receipt and apply to the Bill Of Entry (BOE) document.
This issue is with a particular receipt line and it is not reproducible for rest of transactions.
It is observed in JAINREAP.fmb form.

Error Message

ORA-01400: cannot insert null into("JA"."JAI_BOE_MATCHING_GT"."BOE_ID")

Steps for replication
--------------------
This issue cannot be replicated at will but observed when followed below steps.
1. (N) India local Inventory - Transactions - Receiving - Receipts.
2. Select the line.
3. Open tools - India tax details.
4. Select tools- Line level application.
5. Enter the relevant BOE number.
6. Except BOE number rest of the blocks in this form are not populated.
7. An error is observed.

Expected Behavior
-----------------
Expects that this receipt should be created for the relevant BOE so as to receive the material.
