Symptoms
When attempting to login to EBS, users are unable to login or face slowness
the following STUCK threads are seen in OAcore logfiles

The issue is observed when user try to login to EBS
1. User attempt to login to EBS
2. Users unable to get the login page or face slowness
3. OAcore state in Weblogic console is in warning state
