Unable To Change Requisition By Just Adding Attachment

Symptoms
On : 12.2.9 version, Change Order
When attempting to use use Change Order functionality by attaching an attachment in iProcurement when clicking Next the system gives the following error

Select the changes or cancellations you want to make before pressing the Next button
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Requisitions > Requisitions > Change
2. Change Order: Select Lines
3. Click on Attachments + sign to add Attachment
4. Click Next > Reported error is displayed
