Symptoms

When an IGT order is created from an IGT requisition, a duplicate record is created in PO_BC_DISTRIBUTIONS. This results in the requisition encumbrance being reversed twice.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create IGT order from IGT requisition
2. duplicate records are created in PO_BC_DISTRIBUTIONS.

BUSINESS IMPACT
-----------------------
Due to this issue, requisition encumbrance being reversed twice.
