LCM Receipt Error : Receipt Number Must Be Unqiue, xxxxx Already Exists (Doc ID 2876849.1)

Symptoms

In Oracle Inventory Management, receipt number gets stamped on the LCM Shipment Header even when the receipt transaction via Receiving Open Interface fails.

Error :

Receipt number must be unique, xxxxxx already exists.

STEPS
-----------------------
The issue can be reproduced at will using receiving open interface :

1) Switch to Inventory
2) Go to Transactions -> Receiving -> Enter the LCM Shipment
3) Perform receiving by providing wrong quantity, the transaction will fail with the below error :
Error: The QUANTITY specified is invalid.  The value specified (xx) does not match the expected value (xx)
4) In next attempt, provide correct quantity to process the failed transaction. It will again fail with the below error :
Error: Receipt number must be unique, xxxxxx already exists.
