OM ECC: 'OM Command Center Returns Data Load' Program is Unable to Load Data Due to Connection Refused Error (Doc ID 2881486.1)

Symptoms

On : 12.2.11 version, ECC Order Management

When attempting to run 'OM Command Center Returns Data Load' program with parameter - Month returned  set to null, the following error occurs.

ERROR
-----------------------
JobId -> -1
data load concurrent program failed
Connection refused (Connection refused)
CP main completed runProgram for oracle.apps.fnd.ecc.dataload.EccDataLoadCP


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to ECC Developer responsibility.
2. Submit 'OM Command Center Returns Data Load' program with parameter - Month returned  set to null (for the first time uses of Returns Dashboard).
3. Open the log file of request and check if it processed the data or not.
