When Using Select Available Inventory, Get Stuck in Loop After Answering 'No' to Question "Apply converted quantity to primary quantity?" After Changing Secondary Quantity Within Deviation (Doc ID 2883316.1)

Symptoms

On : 12.2.10 version, Inventory Convergence

When changing the secondary qty on Select Available Inventory and answering No to the question "Apply converted quantity to primary quantity?", and then clicking Done, the "Apply converted quantity to primary quantity" question pops up again and the user is stuck in a loop unless they answer Yes or change the primary quantity. The entered secondary quantity was within the allowed deviation.

Item is dual UOM controlled, Default, with deviations allowed.

The problem started after upgrading from 12.1.3 to 12.2.10

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Transact Move Orders (Inventory > Move Orders > Transact Move Orders) and enter a Sales Order number.
2. Click View/Update Allocations, then Select Available Inventory
3. Enter a Selected Transaction Qty, Secondary Selected Qty defaults.
4. Edit the secondary qty to a quantity that is within deviation.
5. Question pops up, "Apply converted quantity to primary quantity?"
6. Answer No
7. Click Done. Question pops up again.
8. Answer No again, click Done again, question pops up again.

The problem also occurs when using Select Available Inventory from an OPM batch.
