Symptoms
Create Accounting Program failed to complete. The following error is displayed in the Create Accounting log file.
An internal error occurred. Please inform your system administrator or support representative that:
An internal error has occurred in the program XLA_00200_AAD_C_011151_PKG.AcctDerRule_45. ORA-06503: PL/SQL: Function returned without value.

The fnd log shows the following error:
Determining Jurisdiction:
l_ship_to_geography_value2 = OK$l_ship_to_geography_value3 = OKLAHOMA COUNTY$l_ship_to_geography_value4 = OKLAHOMA CITY$l_ship_from_geography_value2 = $l_ship_from_geography_value3 = $l_ship_from_geography_value4

The issue is observed when doing the following:
1. Log into the Payables Responsibility
2. Navigate to / Other / Requests / Run
3. Run the Create Accounting concurrent request
4. Review the log file and see the ORA-06503: PL/SQL: Function returned without value error
