Symptoms

While performing  Inter-Organization Transfer through MSCA, application throws following error when there is negative quantity in on-hand although negative balances are allowed for the org.
However same transaction can be done successfully when performed from the desktop(EBS).

Available Qty, Quantity (XX) is greater than the available Transactable Quantity (YY) . Press any key to continue



Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Connect to MSCA
2. Choose Whse Mgmt or equivalent responsibility
3. Perform Inter Org Transfer
  Navigation: Warehousing > Inventory > Transfer > Org Transfer
