Goal

When the user navigates to Expenditure Inquiry from a projects responsibility, then selects Tools > Split, the split screen is displayed and 'On Hold 1' field has a list of three values: Yes, No, or Once.

How to use personalization to prevent the user from selecting 'Yes' to "on Hold 1", though no List of Value (LOV) is associated with this field?
