'Interface Service Cost To Projects' concurrent program is picking up the debrief lines even if they are not submitted to Charges.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in with Field Service Manager responsibility.
2. Open Service Request form and create a new service request and a task.
3. Assign the task to a resource.
4. Create material debrief lines and complete that so that charge lines and cost lines are generated
5. Do not submit the charge lines.
6. Run Interface Service Cost To Projects concurrent program. The above unsubmitted line is considered for interface.
