Symptoms

In Oracle Sourcing, Release 12.2.5 through 12.2.11, an error occurs when trying to reassign a notification to another user, or when selecting "More Information Request".
Due to this issue, users cannot reassign notifications via delegation, and also cannot request more information.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. From the Worklist, select the notification for Approval Required of an RFQ document.
3. On the notification details page, select Reassign.
4. On the page "Reassign Notification: Approval Required: RFQ [Number]", set the following values:
- Assignee = All Employees and Users and select the employee name
- "Delegate your response" button is selected
5. Click the Submit button and the error occurs at this point.

Also, in Step 3, if the user selects to request more information, the error also occurs then.
