After 12.2.11 Upgrade Compiling Flexfields With Adadmin Fails on 2 Pieces (Doc ID 2886725.1)

Symptoms

On : 12.2.11 version, Shipping Transactions form

After 12.2.11 upgrade compiling Flexfields with Adadmin fails on 2 pieces. This is causing errors when querying shipping transactions by trip name.

When attempting to compile DFFs
the following error occurs.

Flexfield Name: WSH_TRIPS
  Title: Additional Trip Information

Compilation aborted for current descriptive flexfield...

APP-FND-00854: FDFBDF: Cannot find descriptive column information.
APP-FND-01564: ORACLE error 1403 in FDFBCO

Cause: FDFBCO failed due to ORA-01403: no data found.

The SQL statement being executed at the time of the error was: and was executed from the file &ERRFILE.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to 12.2.11.
2. Compiling Flexfields with adadmin.
