Using Purchasing, Version 12.2.9
Actual:

The G-Invoicing Options are not able to be opened from seeded responsibility
Expected:

The G-Invoicing options should open properly when selected.
Replication Steps:

The issue can be reproduced at will with the following steps:
1. Navigate - Setup/Organizations/G-Invoicing Options
2. Page does not open.
