FNDCPASS or AFPASSWD is not working after 19c Upgrade APP-FND-02704 ORA-28007 (Doc ID 2887386.1)

Symptoms

FNDCPASS and AFPASSWD are not working after 19c upgrade

FNDCPASS and AFPASSWD are the utilities to change application passwords in EBusiness Suite environments.

When running these commands, it is failing and the logs showing following error,

APP-FND-02704: Unable to alter user APPS to change password.

Oracle error 28007: d▒ has been detected in alterpassword2

 

STEPS

FNDCPASS <logon> 0 Y <SYSTEM username>/<SYSTEM password> SYSTEM APPLSYS <new_password>

AFPASSWD [-c <APPSUSER>[@<TWO_TASK>]] -m <HASH_MODE> {FULL|BACKGROUND|PARTIAL}

Changes

 Database upgraded to 19c
