Symptoms

For standard purchase order modification flow in Contract Lifecycle Management(CLM), encountering an issue with modifications.
All modifications are going into a pre-approved status with the error:

ERROR
Action PO_DRAFT_MERGE_PKG.MergeReserve_Autonomous : PO_DOC_UDA_UTIL.merge_mod_uda caused result

STEPS TO REPRODUCE
1. Login to CLM Purchasing Responsibility
2. Created an Award and approved it.
3. Created a Modification for the award.
4. Submitted the Modification for approval.
5. All modifications are going into a pre-approved status with error.
