Unexpected Error "Current row in PoRequisitionHeadersVO cannot be null" On Continue Button after Delete All Item In Shopping Cart Page (Doc ID 2888260.1)

ISSUE
When attempting to delete all the items from active shopping cart and click "Continue Shopping" button",
the following error is shown.

Note: It happens only on empty shopping cart, if we have at least one line remain in shopping cart, Then No error.

STEPS TO REPLICATE

The issue can be reproduced at will with the following steps:
1. Navigate to iProcurement responsibility 
2. Add lines to shopping carts
3. From page "View Cart and Checkout" (Popup Shopping Cart Page), Delete "ALL" lines in shopping cart
4. Once the cart is empty -> Click "Continue Shopping" Button
4. iProcurement Page errors
