Batch Step Duration Calculated Incorrectly When There is a Fixed Scale Resource in the Step (Doc ID 2889882.1)

Symptoms

On : 12.2.10 version, Batches

After modifying a routing to have a Fixed Scale resource with a Usage of 100 HR, and then creating a batch using this routing, the step duration for the step that uses this resource is being calculated as less than 10 hours instead of 100, even though the usage shows correctly as 100 HR.

This is seen in an upgraded 12.2.10 instance, and does not happen in 12.1.3.

EXPECTED BEHAVIOR

Expect the resource to take 100 hours.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create batch (Production Supervisor > Create Document.
2. Check step duration (Production Supervisor > Batch Steps).
