Configuration Validation Resulted In Error(s) - When a bill only is created: How to handle bill only for a model item change?

This is a PTO organization and uses bill of material on sales orders. When a rebill is needed due to billing issues, a bill only is created by copying the original sales order. Receive configuration error.

ERROR

Configuration validation resulted in error(s).
Order XXXXX Configuration of XXXXXXX is incomplete. Please select ...

Since this is a Bill Only sales order it is not required to validate configuration again.

The issue can be reproduced at will with the following steps:
1. Navigate: Orders, Returns -> Quick Sales Orders
2. Need to rebill the order
3. Create an new Bill Only Sales Order by copying the existing Sales Order that has changed
4. Validation on the new Order receives error.
5. Configuration validation resulted in error(s).
6. Order XXXXX Configuration of XXXXXXX is incomplete. Please select ...
