SYS.AD_GRANTS Invalid post Delta 13 code level upgrade and EBS_SYSTEM migration

SYSTEM.EBS_LOGON trigger is DISABLED post Delta 13 code level upgrade and EBS_SYSTEM migration

Upgraded to AD and TXK Delta 13 or higher, and have not yet performed EBS_SYSTEM migration completion patch.
