ACTUAL BEHAVIOR

In iProcurement the Usages (addresses, external information, sourcing information etc..) fields are not displaying on PR header screen associated with a template issue

EXPECTED BEHAVIOR

Expect the fields to be displayed from the template

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Requisitions > Requisitions Search
2. Purchasing > Attribute Setup Workbench > Attribute Templates > View Template: Requisition Header Template
3. Usages:
  Additional Information
  MIPR_OTHERS
  MIPR_OWN
4. After 12.2.10 upgrade that new version created
5. Purchasing > Attribute Setup Workbench > Attribute Templates > View Template: Requisition Header Template
6. Usages:
  Document Numbering Base Document Not Applicable C** Organization
  Document Numbering Base Document Not Applicable T** Organization
  Document Numbering Base Document Not Applicable U** Organization
