Symptoms
When attempting to save a Plant Resource record for a resource in which the generic resource record does not have capacity data entered, the Capacity Range and To fields blank out and
the following error occurs.

ORA-01400: cannot insert NULL into
("GMP"."CR_RSRC_DTL"."MIN_CAPACITY")
The Generic Resources form allows you to delete the values from the Minimum and Maximum Capacity fields and save.
When you then create a Plant Resource on Resource Information using the generic resource, no matter what you enter for the capacity on the plant resource, when you save it gets overwritten with the values from the generic resource. Since the values from the generic resource were blank/null, the capacity fields get blanked out and the error comes up. The entered values in the capacity fields on the plant resources form should not be overwritten with the values from the generic resource form.
STEPS

The issue can be reproduced at will with the following steps:
1. Create a generic resource with blanks in the Capacity fields (Process Engineer > Setup > Generic Resources)
2. Create a plant resource from the generic resource (Process Engineer > Setup > Plant Resources)
3. Try to save, capacity fields go blank and error pops up.
