Symptoms
ACTUAL BEHAVIOR

When attempting to update the appraisal, duplicate competencies are displayed on the page.
EXPECTED BEHAVIOR
-----------------------
Expected that single competency be displayed on Update Appraisal page.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Employee Self Service, Standard responsibility.
2. Navigate to Performance Management page.
3. Go to Manage appraisal task.
4. Click on Update Appraisal button: the Competencies are duplicating.
