PAXPREPR: Consolidated Bill Group Field On Projects And Tasks Forms Are Greyed Out And Cannot Updated (Doc ID 2891576.1)

Symptoms

The Consolidated Bill Group field has a value populated at the project and task level in the Projects form (PAXPREPR) and cannot be updated.
The field is greyed out.

Steps to reproduce:

1.  Using a Projects responsibility select Projects from the navigator.

2.  Enter the project number and click 'Find' and then click 'Open'.

3.  Select Billing Information -->Billing Setup
