System Does Not Validate Final Rating Comment Field Using Internet Explorer 11 (Doc ID 2891959.1)

ACTUAL BEHAVIOR
---------------
In supervisor performance review pages, the comment field is mandatory but the system ignores the validation.


EXPECTED BEHAVIOR
-----------------------
The customer expected to have the field mandatory and raise a message if it is empty before going to the next page.

STEPS
-----------------------

** The issue can be reproduced at will with the following steps:

1.  Log in as the Manager
2.  See Worklist notification
3.  Manager receives a notification to review the appraisal of an employee: The appraisal of [person name] needs your attention as the main appraiser.
     Click on the notification.  This notification does not require a response.
     At the bottom of the notification page click on Update Action.
4.  Update Action takes you to the Details Manager page.
5.  Manager clicks on Switch Responsibility>  Selects Responsibility Performance Management > Select  Manager Self Service.
6.  Click on Update Appraisal. 
7.  Click on Updates Task and Target Supervisor Performance Rating.
8.  Click on Apply.
9.  Apply takes you to the Main Appraiser Review page.
10. Main Appraiser Review page
11. Click on Review and Submit
12. Click  Give Final Ratings.
13.  On the Give Final Rating Comments field the system does not validate that comment field that is mandatory when clicking the Continue button.
14.  Note: if you change the comment from rich text to plain text while you are on the page, you will see the HTML tags which are the default and the reason for making the system ignore the validation mandatory, but when you add text in the comment field (rich text) and backspace it to remove what you write, then the HTML tags come again, and then press the Continue button, the system will not validate that the comment field is required.

The issue exists only using the browser Internet Explorer 11 with no personalizations on the field and using the seeded Manager Self Service responsibility.
