Symptoms
Using CLM, after creating an Award Modification, and the CAR is in authenticated status, when the user tries to sign the contract, they receive an Unexpected Error. The Contract is still approved.
Then the user brings the contract back up, and attempts to select Update FPDS NG Reporting Information, and then gets Exception Error

STEPS
-------------------
1. Login to the E-Business Suite and choose the CLM Module.
2. Create Modification and submit for approval - CAR is in an authenticated status at the time of submission
3. User signs the contract as the CO, and there is an unexpected system error that is thrown but contract is still approved
4. User then tries to go back into the document to update the FPDS information, and an Exception error is thrown
