Symptoms
After applying 12.2 HRMS RUP16 , Transfer Time from OTL to BEE concurrent program errors
Applied patch 34464716 but the process still errors

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Applied Patch 33527653 - R12.HR_PF.C.DELTA.16
2- Navigate to OTL Administrator
3- Submit concurrent process transfer time from OTL to BEE
4. Applied patch 34464716
5. Submit Transfer time from OTL to BEE , still errors
