NL_NWR_AR: Dutch Wage Report: When Tag LnSv Is Negative the Tag OpslWko Should Be 0 Not Negative

Symptoms
Problem Statement:
When checking the XML output of the Dutch Wage Report it is observed that, if the value of tag <LnSv> is negative, the value of tag <OpslWko> is negative as well.
Expected behavior:
As per Netherland legislation, in the Dutch Wage Report, if the value of tag <LnSv> is negative, the value of tag <OpslWko> should be 0.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Go to NL HRMS Responsibility
- Navigate to View > Request > Submit a New Request
- Run Dutch Wage Report >> check the XML output of the report
