CSIINTDS transaction failed with error - The Item is not defined as a Lot Controlled Item in Inventory. (Doc ID 2896929.1)

Symptoms

 On :  12.1.3 version, Support Codes

When performing CSIINTDS transaction (Internal Order Direct Shipment) and the item
has the following LOT control setup:

An item from org-A to org-B is failing where Item is defined as follows in these organization:
 org-A (Lot control)
 org-B (Non Lot control)

Install Base transaction failing with below error:

ERROR
-----------------------
 You encountered an error in the csi_item_instance_pub.create_item_instance API.
 The Item is not defined as a Lot Controlled Item in Inventory. (LOT_NUMBER=xxxxx)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Oracle Installed Base Admin responsibility
2. Open the Transaction Errors Processing form
3. Query with the transaction id
4. Select the Process Flag just to the left of the error
5. Navigate to Others -> Requests.
6.Submit the concurrent program "Resubmit Interface Process" with parameter Selected
