4367/7 PLS-00201: identifier 'WMS_RULE_YR_PKG2.EXECUTE_YARD_ROUTING_RULE' must be declared
4369/7 PL/SQL: Statement ignored
4369/7 PLS-00201: identifier 'WMS_RULE_YR_PKG3.EXECUTE_YARD_ROUTING_RULE' must be declared

The issue can be reproduced at will with the following steps:
1. Apply 12.2.10 upgrade patches and find that the package WMS_RULE_PVT is invalid

2. Manaullly recompile the  package WMS_RULE_PVT and find errors

The issue has the following business impact:
Due to this issue, users cannot use WMS functionality
