On : 12.2.9 version,
When trying to publish the performance obligation either through Application or through API PA_PROJECT_PUB.PUBLISH_PERF_OBLIGATIONS getting the below error

ORA-01476 divisor is equal to zero at APPS.PA_PERF_OBLIGATION_PVT
STEPS
-----------------------
1. Go into the Project Super User Responsibility:
2. Navigate to Performance Obligation -> click on Publish
OR
1.Publish the Performance Obligation through API PA_PROJECT_PUB.PUBLISH_PERF_OBLIGATIONS
