Baseline Budget Errors With PAPA_BC_BASELINE_FCHK_FAILED (Doc ID 2898467.1)

Symptoms

User is trying to decrease the budget and the commitment.  The Actuals is less than the new amount of budget.

Budgets 7,855,453.00
Commitments 3,031,713.13
Actuals 3,043,281.52

Above data is based on pa_bc_balances table per the budget_version_id (baselined version).

The new budget is to be 7,405,600.00 but getting the error, PAPA_BC_BASELINE_FCHK_FAILED. This amount is based on pa_bc_balances table per the budget_version_id (working version).

pa_bc_packets shows F112 - The transaction failed budgetary control at the project level.

User ran the sqls from GDF patch 33602823:R12.PJC.C, but no rows were returned.

Replication Steps:

1. > Budgets.  Pull up the project.

2. Click on Details button.  In the Task Budgets screen, click on the Budget Lines button.

3. In the Budget Lines screen, make the necessary changes on reducing the budget.

4. Back to the Budgets screen, submit and baseline the budget. 

5. Navigate to > Workflow responsibility > Administrator Workflow > Notifications.

6. Open the workflow notification for 'PA Budget Integration Workflow'.  See the error of, PAPA_BC_BASELINE_FCHK_FAILED.
