Effectivity Date in bom_explosions is not same as Effective Date in Bill of Material Form
On Bills form, Components show effectivity date of year 2012-15 , as these are old bills, But after user ran pre-explode program without any parameters, the effectivity date shows 30 days preceding the request.
Users are confused why the effectivity date in bom_explosions has changed by running this program.

EXPECTED BEHAVIOR

Effectivity Date in bom_explosions should be same as Effective Date in Bill of Material Form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bills > Bill > Query the Bill
2. Click on Effective Date
3.Also, Query the same bill from BOM_EXPLOSIONS table and see the Effective date
4.Both the dates are different
