Symptoms

When attempting to create AR transaction using Brazilian localization,
the following error occurs on transaction form pop up.

APP-FND-00806: The default value 1.5 is invalid for the INTEREST_RATE_AMT
segment. Your default value will be ignored. Please inform your system
administrator that:

Add the value 1.5 to the value set for segment INTEREST_RATE_AMT, or choose
another default value in the Key Flexfield Segments form or Descriptive
Flexfield Segments form. Use the Edit Concurrent Program or Define Report Set
form for Standard Report Submission report defaults.
The number 1.5 is not in the correct format.

Same issue exist for PENALTY_RATE_AMT

STEPS

The issue can be reproduced at will with the following steps:
1. Go to System Administrator -> Profile ->System
2. Select the Responsibility of Receivables Manager Brazil Operating Unit
3. Enter Profile as ICS: Number Characters and click on Find.
4. Set the profile option to 10.000,00 at responsibility level and save.
5. Navigate to Receivables Manager Brazil operating unit -> Transactions -> Transactions
6. Enter the transaction details and open the global descriptive flexfield (GDF) and enter the additional information for Brazil.
7. Error pops up as soon as the details are saved.
