Item Supplier, Supplier Site, Supplier Site Organization Search Does Not Show Results When MO: Security Profile and MO: Default Operating Unit Are Setup (Doc ID 2902742.1)

Symptoms

When attempting to access Item Supplier assignments page from a multi-org responsibility (Has access to two operating units using MO: Security Profile) , No results are shown.
However, the results show up correctly when MO: Operating Unit is defined.  

Due to this, User cannot assign Suppliers from multiple operating units to the item from the same responsibility. This works for one OU only when MO: Operating Unit is setup for a single org

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Go to Development Manager > Item Catalog > Item Simple Search > Search for the item > Go to Item > Associations > Supplier Site Assignment
2. Query for any supplier, See message on the UI -  "You must specify search criteria that do not produce an empty results set to proceed"
3. Setup MO: Operating Unit to the correct operating unit and perform steps 1 & 2 again
4. Search for the same supplier, See results are shown correctly.
