Using Purchasing, Version 12.2.8- G-Invoicing.

Actual:
Attempting to process SFO orders is ending with error.

Expected:
The processing of Orders should not end in error.

Error:
Error: GTC total remaining amount is not sufficient to create this order. GTC current total remaining amount: 0, order total: ####.##
An error occurred in synching servicing agency. changes, reserving and approving order ######..

Replication Steps:

The issue can be reproduced at will with the following steps:
1. SFO Shared with Requesting Agency
2. It is Pre-Approved
3. Due to the error above it will not process
