After Asset Location Change, Payment Line does not get Created and Receive Error "APP-OKL-442310: You have not defined payments for the associated fee assets" (Doc ID 2905152.1)

Payment Line should be created automatically after Asset Location Change and not stop for user to add the payment line.

The system throws the following message:

APP-OKL-442310: You have not defined payments for the associated fee assets for the Financed Fee UPFRONT SALESTAX FINANCED


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using lease center agent responsibility, navigate to assets tab and create an asset location change for the asset which is from stream to upfront.
2. Click on process location and Approve.
3. Error is thrown to add Upfront Sales Tax Financed payment line.
4. The Upfront Sales Tax Financed payment line should be automatically added based on the current payment structure and yield.
