Symptoms
On : 12.2.6 version, API Generator
Unable to create a contract subline using API OKS_IMPORT_SUBLINE_PUB.CREATE_SUBLINE from a registered custom concurrent program, API returns 'E'(error) status.
However , Same API works fine when called as standalone anonymous block from database, error thrown only when it is called from a custom concurrent program.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to a custom responsibility
2. Submit a custom concurrent program which has logic to call API OKS_IMPORT_SUBLINE_PUB.CREATE_SUBLINE to create a contract subline.
3. API fails with below error message
ORA-01722: invalid number in Package create_subline_line Procedure OKS_IMPORT_SUBLINE_PUB.
