When attempting to submit Financial Statement Generator(FSG) report using Report manager
the following error occurs when selecting template and sometimes after selecting next button.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to report manager responsibility
2. Submit FSG report
3. Select the template

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot publish the financial reports
