On : 12.2.9 version, WMS, Shipping & Transportation

After Applying <Patch 31756899>:R12.WSH.C - Users re experiencing Locking Issues
When Shipment Priority Is Populated on Delivery Detail and It Is Part of Delivery
Grouping Criteria. 

WSHSTREF.fmb
Program Unit : DLVY
Procedure : Block_To_Record

ERROR
-----------------------
FRM-40654: Record has been updated.  Requery block to see change.
Error: The action can not be performed because the selected records could not be locked


STEPS
-----------------------
1. Responsibility: Order Management Super User
2. Applied <Patch 31756899>:R12.WSH.C  
3. When on Picked Line Promise Date field is updated, the delivery gets UNASSIGNED from the line.
    Not able to do ship confirm, as error is showing "Error: The action can not be performed because the selected records could not be locked."
