Symptoms

ACTUAL BEHAVIOR
---------------
AR_REC_NOTIFY_FLAG and AUTO_RELEASE_PWP_INV got modified after API call.

EXPECTED BEHAVIOR
-----------------------
AR_REC_NOTIFY_FLAG and AUTO_RELEASE_PWP_INV should not be modified after API call.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect to SQL Plus
2. Execute API PA_PROJECT_PUB.UPDATE_PROJECT
3. Review Project Data.
