The "Disable" Icon is Not Available on the Mass Meter Readings page

EXPECTED BEHAVIOR

The "Disable" icon should be available in the Mass Meter Readings page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Asset Management User
2. Navigation: Maintenance > Assets > Mass Meter Readings
