WIP Issue transactions failing with error.
ERROR

Quantity cannot be greater than 1 if the Instance has child instances in the component-of configuration. (QUANTITY=10)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Install Base Admin => Transaction Error Processing
2. Query error transaction and Reprocess transaction
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot interface the transaction to Install Base
