Unable To Delete Or Rollback Payroll Run Which Is In 'Error' Status; Rollback shows "APP-PAY-06859: An error has been detected by another process" And Deletion Shows "APP-PAY-07507: Assignment action interlock rule failure" (Doc ID 2908745.1)

Symptoms

Payroll process was wrongly run twice for a particular month. One completed successfully and another with error.

The log file of the second run shown the below error message.

HR_6859_HRPROC_OTHER_PROC_ERR
APP-PAY-06859: An error has been detected by another process.
Cause: During processing, the masxxx or another slaxx process has detected an error, communicated by setting the Payroll status to 'Error'.

Action: Examine the error log file and payroll messages to investigate the cause of the error

The errored process is available for rollback but when trying to rollback the payroll run, the Rollback Run request completes normal but the process is not rolled back.

The status of this process in View > Payroll Process Results shows 'Error'. There are <xx> assignments in this process and all are in 'Complete' status. These <xx> assignments are also part of the first payroll run for the month.

When trying to delete the process directly from Payroll Process Results, it shows the error;

APP-PAY-07507: Assignment action interlock rule failure

The issue can be reproduced at will with the following steps:
1. Go to HRMS/ Payroll Manager
2. Navigate to View > Requests > Submit New Request
3. Submit Payroll Run twice. One completed normal and another with error.
