STEPS

The issue can be reproduced at will with the following steps:
1.iProcurment
2.Create Requisition
3.Add 11 or more attachments
4.Try to update attachments
5.User can update only the first 10 attachments (seq.no 10 until 100) if 'FND: Disable Inline Attachments: True'
