ACTUAL BEHAVIOR

When trying to discard a transaction in Mobile Field Service users are getting the following error:

ERROR

ORA-01436: CONNECT BY loop in user data
ORA-06512: at "APPS.CSM_DEFERRED_TXNS_PKG",
line 453 ORA-06512: at line 1

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Mobile Field Service Administrator Responsibility
3. Navigate to Upload Error > Discarded
4. Select a transaction to discard and click "Purge"

The error message is returned.
