Accessorial Cost Sequence Factors Are Not Considered in the Same Sequence

Symptoms
Rate Offering Accessorial Setup:
Seq 1 - Fuel
Seq 2 - IDL
Seq 3 - HST
Accessorial Setup are in such a way that there are Base Costs + Fuel Surcharge + Other Accessorial for Inland Delivery + HST.
Expectation:
HST cost basis is 13% of "Shipment Total Cost Including Fixed Cost"
So, system should consider "Base Cost + Fuel + IDL".
Actual Behavior:
But system is considering only "Base Cost + Fuel(Acc)" for HST calculation.
Even IDL sequence is before the HST sequence.
While calcualting the HST, all previous cost are not considered.
