Multiple Delivery Detail Lines Are Created During Pick Release For A Single Sales Order Line (Doc ID 2909903.1)

Symptoms

--ISSUE DESCRIPTION--
While updating internal sales order allocations to allocate serial numbers by calling the inv_pick_wave_pick_confirm_pub.Pick_confirm API
see that some times, the delivery details split with quantity 1 until complete the quantity on the order line.

Expectation is that there should be a single delivery detail created for a corresponding sales order line, when the material is available in a single location.

--STEPS TO REPRODUCE--

  1. Create a Sales Order with a single line/item for quantity 20 Each.
  2. Pick Release the Sales Order with auto-allocate = No
  3. See there are 20 delivery detail records created, each with quantity 1 Each.
