Actual Behavior

India Tax Details Menu Is Not Available At Purchase Order (PO) Receipt Creation.

Expected Behavior
-----------------
The India Tax details form should be displayed in Menu and should open correctly.

Steps To Reproduce
-----------------------
The issue can be reproduced at will with the following steps:

1. Open Purchase Receipt form for any Purchase Order using below Navigation.

Oracle Purchasing=>Receiving=>Receipts

2. Enter required details and try to open the India Tax Details form using below navigation and observe that same is not available.

Oracle Purchasing=>Receiving=>Receipts==>Tools (Menu)
